International Information Subcommittee Charter
1. Introduction
The Civil GPS Service Interface Committee (CGSIC) has existed since
1987 to promote the exchange of information about the NAVSTAR Global
Positioning System (GPS) among the worldwide civil user community.
The U.S. Department of Transportation Assistant Secretary for Transportation
Policy chairs the CGSIC. The Deputy Chair is the Commanding Officer
of the U.S. Coast Guard Navigation Center. The CGSIC has several
Sub-committees.
2. Objectives
To provide an open international forum to collect and exchange
information concerning GPS user needs, suggesting courses of action
to the Chair of the CGSIC on subjects of concern to the international
community.
To identify the needs of nations for GPS information and distribution
methods.
To respond to requests and concerns submitted by the international
civil user community, and to forward issues to the Chair of the
CGSIC.
To conduct international GPS information studies on civil user
needs as requested by the Chair of the CGSIC.
To maintain a list of active Points of Contact (POC) in nations
and international organizations, as required, who support CGSIC
activities.
To effectively support the CGSICs role under the Interagency
GPS Executive Board.
3. Definitions
Information "exchange" consists of exchanging all
forms of GPS information, including, but not limited to, information:
Released internationally by the USA as the GPS service provider,
Provided to the USA by user communities as "feed-back",
Consisting of questions and answers related to GPS arising
from problems that might be encountered from time to time.
"Common Needs" refers to those civilian governmental,
institutional, educational and private agencies, and excludes
all requirements arising from defense considerations.
"GPS information" consists of all forms of information
about GPS, including but not limited to:
Operational GPS status information, as provided by the US
Department of Defense;
GPS system information
GPS applications information
GPS Augmentations and complements.
"Distribution Methods" consist of all forms of distribution,
but not limited to, conventional mail, telephone services,
and computer data links.
4. Sub-Committee Structure
The Sub-Committee is formed by the US Department of Transportation
Civil GPS Service Interface Committee (CGSIC).
The Subcommittee is entitled the "International Information
Sub-Committee" (IISC).
The Sub-Committee will have a Chair and
a representative number of Vice-Chairs,
and may appoint additional officials or working groups at its
own discretion.
IISC is an open committee and participation in Sub-committee
meetings by any individual or representative of any nation or
international organization is encouraged.
5. Sub-Committee Guidelines
The work of this Sub-Committee is to be coordinated with that
of other CGSIC Subcommittees
Meeting reports are to be distributed
via the US Coast Guard Navigation Center, which acts as the CGSIC
Secretariat.
The Sub-Committee will maintain a list of points of contact
in nations and international organizations, and make this list
openly available, including posting them through the CGSIC Secretariat.
The Sub-Committee may arrange its own separate meetings at any
time and place as announced.
The IISC membership in attendance at the meeting where an election
is held will vote to elect/approve the IISC Chair. Elections will
be announced though the CGSIC Secretariat sixty days prior to
an election. Regional Vice-Chairs will be nominated by the IISC
Chair and individually invited by the CGSIC Chair.
The Sub-Committee officials will meet prior to each CGSIC meeting.
The Sub-Comittee may arrange for presentations on the other
satellite based systems impacting on the use of GPS.
