Maritime stakeholders are reminded to exercise increased vigilance and to implement appropriate measures to ensure the safety of vessels while anchored or conducting anchoring operations.\nThe following are actions recommended in varying conditions as excerpted from the Anchoring Standards of Care from Puget Sound Harbor Safety Committee’s Safety Plan, which can be found at https://marexps.com/membership/puget-sound-harbor-safety-committee/#documents. \n \n1. All Weather/Visibility Measures\n• Maintain a 24-hour bridge watch by an English-speaking individual.\n• Confirm vessel position and under keel clearance at a minimum of once per hour.\n• Provide VTS notifications as required by the VTS User Manual.\n• Ensure a second anchor is made ready for letting go.\n• During the months of October through March, a VHF-FM radio weather channel shall be monitored.\n\n2. Restricted Visibility Measures\n• The bridge watch must be maintained by a licensed\ndeck officer.\n• Increased assessment of radar contacts.\n\n3. Gale Warnings Measures\n• Maintain a listening watch on the VTS working frequency.\n• Put the propulsion plant on standby and be ready to provide immediate propulsion and \nmaneuvering.\n\n4. Storm Warnings Measures\n• Consider increasing scope of anchor chain as appropriate.\n• Determine the availability and location of potential standby tugs to assist the vessel in holding \nposition.\n• Assess the need for a pilot and get one onboard if necessary.\n\n\nFor more information, please contact Coast Guard Waterways Management at SectorPugetSoundWWM@uscg.mil. \n","COORDINATES_JSON":"{\"type\":\"Point\",\"coordinates\":[-122.89144,48.20964]}","COORDINATES_TYPE":"Point","DECIMAL_LONGITUDE":-122.89144,"DECIMAL_LATITUDE":48.20964}},{"type":"Feature","id":34577,"geometry":{"type":"Point","coordinates":[-96.80474999999996,28.51899000000003]},"properties":{"ESRI_OID":34577,"MSI_UID":34577,"ATU":8,"TITLE":"General/MSIB","STATUS":"Approved","MSI_GROUP":"General","SUB_CATEGORY":"MSIB","TYPE":null,"WTRW_UID":100116384816,"MRN":"urn:mrn:iala:wwy:us:navIV:dis8:seccorchrexcecozon:seccorchrtersea:seccorchrsublanact:matshicha:matbay:poroconcha:poroconlan:viceasentcha:viccha","WATERWAY_NAME":"Victoria Channel","CREATE_DATE":1767631602000,"MODIFIED_DATE":1767631950000,"BEGIN_DATE":1767571200000,"END_DATE":1798847999000,"DESCRIPTION":"MSIB 01-26 - State Highway 35 Bridge - Victoria Barge Canal - Issued: 2026-01-05 --- The U.S. Coast Guard Captain of the Port Corpus Christi has received reports of tug and barge allisions with the State Highway 35 Bridge and its accompanying fendering system near position 28-31-06.48N 096-48-16.92W. A summary of the guidance is captured below, but for the entire Bulletin, go to this address https://www.pacificarea.uscg.mil/Our-Organization/Northwest-District/District-Staff/dp/dpw/notices/ and look for the Navigation Rule 10 link.\n\nRule 10 of the Navigational Rules of the Road mandates specific conduct while within Traffic Separation Schemes (TSS) to promote safe navigation of vessels and reduce the possibility of collisions, especially in areas of high vessel traffic. If using a TSS, you must: Proceed in the appropriate traffic lane in the general direction of traffic flow for that lane; Keep clear of a separation zone or separation line, unless you must cross it; Normally join or leave a traffic lane at the termination of the lane, but when joining or leaving from the side, do so at as small an angle to the general direction of traffic flow as practicable. Vessels of less than 20 meters in length or sailing vessels shall not impede the safe passage of a power-driven vessel following a traffic lane. Fishing Vessels are permitted to fish within the separation zone, as to not impede the safe passage of any vessel following a traffic lane. A vessel shall not use a traffic separation scheme when it can safely use an adjacent route. A vessel other than a crossing vessel or a vessel joining or leaving a lane shall not normally enter a separation zone or cross a separation line except in cases of emergency to avoid immediate danger.
